Why doesn't the crew of Voyager just back up the doctor to the main computer when they make him do dangerous things?

The Bald Guy Who Played the Doctor.
That's Robert Picardo. Also played a doctor on China Beach. But it is NOT Alan Rachins, who looks very similar and played the evil Douglas Brachman on L.A. Law.
I prefer to remember Alan Rachins as Larry Finklestein from Dharma and Greg
